Hiring in Tier-2 Cities: How to Reach Talent Where You Have No Local Network

India's GCC hiring is on track to cross five lakh jobs in 2026. Bengaluru still leads with about 30% of it. But the fastest growth is somewhere else. According to foundit's insights tracker, Tier-2 cities are growing 23% year on year, nearly twice the pace of the metros, and now account for 15% of all GCC hiring.

If you are planning to hire in Coimbatore, Jaipur, Kochi, Ahmedabad, Indore, Bhubaneswar or Visakhapatnam, you are in good company. The harder question is how to hire there when you have never done it before.

Why companies are moving

  • Lower attrition. The same research puts attrition in these cities at 8 to 12%, compared with 18 to 22% in Tier-1 cities.
  • Lower cost. JLL reports that organisations can cut real estate, talent and operating costs by 25 to 50% in Tier-2 cities compared with Tier-1 hubs.
  • Real talent depth. These cities are now attracting engineering, analytics and AI-support work, not only back-office roles.

One honest caution: Naukri's September report showed emerging cities largely flat after a strong August. One month is a data point, not a trend, and the GCC numbers above point the other way.

Why hiring there is different

Reports on Tier-2 GCC locations note that senior hiring cycles can stretch beyond 45 to 60 days. That fits what most companies find. If you have no presence in a city, you usually do not know:

  • which recruiters genuinely have reach there
  • what candidates in that city actually expect to be paid
  • which other employers compete for the same people

Copying your metro playbook rarely works. Salaries, notice periods and candidate expectations can all look different.

How to hire in a new city without a local network

1. Decide what has to be local. Some roles can run hybrid or remote. The fewer roles that must sit in one city, the wider your talent pool.

2. Benchmark pay locally before setting the budget. Ask the agencies you brief for current ranges in that city, and compare at least two answers.

3. Choose agencies that work that city. Ask how many roles they placed there in the last six months, and for which kinds of companies.

4. Start senior searches earlier. If cycles run long, begin sooner and give hiring managers realistic dates.

5. Sell the role, not just the city. Candidates compare you with metro offers. Be clear about scope, growth and stability. Lower attrition in these cities is a point in your favour.
